Rubicon Programs

Founded in 1973, Rubicon Programs’ mission is to transform East Bay communities by equipping people to break the cycle of poverty. Rubicon Programs plays a significant role in the Alameda and Contra Costa county workforce development system. Their core program is designed to assist participants overcome barriers by providing pathways leading to increases in assets, income, wellness and social connection to overcome poverty. They operate several specialized programs and employment centers. Specifically in Alameda County, Rubicon Programs is the current operator of the Eden Area Comprehensive One Stop Center, funded by the Alameda County Workforce Development Board (ACWDB) and the Career and Employment Center, funded by the CalWorks welfare-to-work program.  For more information on the organization, click on the icon on the right.

Eden Area AJCC Staff

 
Nina Scott holds a Bachelor’s Degree in Industrial Psychology as well as a minor in Spanish from California State University, East Bay. She also holds a designation as a Certified Professional Resume Writer, (C.P.R.W.) for the past 9 years, and is a member of both the Professional Association of Resume Writers | Career Coaches (P.A.R.W. C.C.)  and the NRWA (National Resume Writer Association). Nina feels passionately about the importance of career viability in the context of rapidly changing technology, self-sustainability for all job seekers, as well as the critical need for available skilled talent across industries. She specializes in assessing employment barriers, resume strategy, creating employment development career plans, career coaching. When not at work, she loves spending time with her family, listening to good music, and going for walks.

He also has experience in business services and have worked with many Silicon Valley businesses to recruit qualified candidates. He is passionate about life-long learning, education, religious studies, reading, collecting, film, travel, volunteering, photography and living life well. Additionally, his interests led him to study the California and US labor market and investigate the skills gap that plagues the East Bay. He finds joy in placing individuals in technical training that allows them to succeed in the market.

Vance Synder, Career Coach

Vance joined Rubicon in 2020 as Career Coach. Prior to joining Rubicon Programs, he worked for Employment Development Department (EDD) and was also a Certificated Instructional Specialist. She adds to the Eden AJCC team by bringing with her community networking system and resources in both Alameda and Contra Costa County. She is committed to providing customized services to each job seeker that could be new or re-training, employment to make transitions in their life. Career Coach to Darcel is about building relationships with each client to succeed in their choices to sustain a balanced life.

Darcel Hutchinson, Career Coach

Darcel has worked in the nonprofit sector for over 3 years, providing program management and direct client services. She adds to the Eden AJCC team by bringing with her community networking system and resources in both Alameda and Contra Costa County. She is committed to providing customized services to each job seeker that could be new or re-training, employment to make transitions in their life. Career Coach to Darcel is about building relationships with each client to succeed in their choices to sustain a balanced life.
Celeste holds a Bachelor's degree in Sociology/Criminology from San Jose State University and started her professional career 27 years ago in the Telecommunications industry.  She joined Rubicon Programs in 2013. As an Intake Coordinator, Celeste determines Workforce Innovation Opportunity Act (WIOA) eligibility and conducts initial enrollment into the program. She is also responsible for facilitating the weekly WIOA Information Session at the Eden Area AJCC. She enjoys the work that she does and is always available to speak about the WIOA program. Celeste is extremely compassionate and truly enjoys working with clients to help them see “the vision they have for themselves”. With an overall “can do” attitude, she has the unique ability to put the clients at ease, and eliminate their fears regarding the job search process.

Diane Jesus, Workforce Development Navigator

Diane is a graduate of UC Berkeley with a B.A. in Psychology, AA/AS from Merritt College & a Business Administration from Heald College. She is fluent in Spanish & Portuguese. Diane has worked in the nonprofit sector for over 15 years, supervising career coaches, offering a variety of employment workshops, working with a diverse population & empowering the community with resources. Diane’s passion is to use her education and her life skills to lead those less fortunate on a path to a brighter future.
Sharon has worked for Rubicon Programs as a Resource Room Coordinator at the Eden Area AJCC for over 10 years. She is a wealth of knowledge in community resources in the East Bay. Her dedication to job seekers can be seen in her friendly manner and willingness to go above and beyond to support their needs. She also enjoys helping job seekers navigate the career center and provide computer technical support for the job seekers at the center.

Sharon McGrath, Eden Area AJCC Center Coordinator

Sharon has worked for Rubicon Programs as a Resource Room Coordinator at the Eden Area AJCC for over 10 years. She is a wealth of knowledge in community resources in the East Bay. Her dedication to job seekers can be seen in her friendly manner and willingness to go above and beyond to support their needs. She also enjoys helping job seekers navigate the career center and provide computer technical support for the job seekers at the center.
